JCOC’s Black & White Un Gala, our biggest annual fundraiser, will be a Virtual Celebration on Friday, October, 16, 2020! This hard but important decision was made with everyone’s health and safety in mind.

Guests are invited to save the date and  watch the LIVE Virtual Celebration online. The 60-minute program will feature an engaging conversation between emcee Dale Murray, executive director Todd Walker and nationally known speaker Laura Contreras Rowe. And that’s not all!  At least one current permanent supportive housing client will share their story – from living in a tent to safley inside.  Guests will also be able to support JCOC by bidding on Online Silent Auction items up to a week before October 16th.

Dale Murray

95.7 RnB’s Dale Murray is a Hampton Roads market veteran.  Hailing from Columbia, South Carolina. Serving in the US Navy as a TV and Radio journalist, Murray’s delivery and attention to detail was recognized with The Chief of Naval Information for Broadcast Excellence award. His tour of duties included the Pentagon where he covered stories for the Navy Radio News Service. During Operation Desert Storm he served aboard the USS America. Dale is a graduate of the Defense Information School, Journalism/Radio and Television Broadcasting and Norfolk State University (with honors.) 

Dale is a highly skilled broadcaster who has been recognized by the radio industry as Program Director of the Year by R&R magazine. Stations he programmed have consistently been recognized by the radio industry as top performers including the Stellar Award. Star 94 partnered with St. Jude Children’s Research Hospital, raising 123 thousand dollars while extending their reach to utilize to the Urban format for future radiothons.

Dale is married with 3 children.  A self-proclaimed news junkie, he enjoys the theater, gardening and relaxing on his backyard deck.

Laura Contreras-Rowe

Laura Contreras-Rowe was born in Dallas, Texas and was raised on the border of Mexico in Laredo. She received a Bachelor of Science in Broadcast Design and Telecommunications with a minor in Art History from Oral Roberts University in Tulsa, Oklahoma in 1991. Laura has been a full time agent for 20 years and is currently a REALTOR with Re/Max. Laura is in the top 3% of top agents in the Hampton Roads Area. 

In 2009, Laura took some time off from real estate to  write her first book called Aim High Extraordinary Stories of Hispanic and Latina Women. Laura traveled the country meeting and interviewing inspirational and amazing women for her book. Her book features 33 thought- provoking positive role models from all over the country and from different professional backgrounds to tell their story. This book delivers a powerful message that despite financial challenges, family obligations and horrific environments and events: a young Hispanic or Latina woman can succeed to astounding heights with courage and tenacity.

Since 2010, Laura has had the opportunity to speak to over twenty thousand people. Her audience were young students who had come from very tough backgrounds including ex-gang members, pregnant teens, gang members, homeless students and underprivileged students. Laura offers a message of hope and inspiration through her speeches. 

Laura is a wife, mom, global motivational speaker, award winning author, REA and entrepreneur. She is currently working on Co- authoring a new book called Extraordinary Stories of Hispanic and Latino Men.

Todd Walker

Walker began leading Judeo-Christian Outreach Center (JCOC) as Executive Director in 2012. His goal for JCOC is clear – eliminate homelessness in Virginia Beach; tackle recidivism; and ensure homelessness is rare, brief, and non-recurring.

Originally from Ohio, Walker earned honors in football and basketball before accepting a football scholarship to Indiana University. Walker graduated with a Bachelor’s degree in Criminal Justice. After college, he signed a free agent contract with the Denver Broncos Football Organization. After a brief stint in Denver, he committed himself to working in the Human Services field.

Walker earned a Master of Public Administration degree from Troy University as a member of the Pi Alpha Alpha National Honor Society in 2011 and Certification in Executive Leadership from Cornell University in 2017.

Having served in leadership positions for over 26 years, Walker’s experiences include working in the areas of substance abuse, mental health, juvenile justice, adult corrections, and homelessness. He has received certifications and training in areas including Housing First, Trauma Informed Care, Nonviolent Crisis Intervention, and Non-Profit Management.

Walker was awarded the Daniel M. Stone Humanitarian of the Year Award from the Virginia Beach Human Rights Commission in 2018.
